What about moving a Reserve Unit during the Breakthrough Movement Phase? They make a "normal operational move" but since they are not in the Operational Movement Phase, do they pay the extra 2 MPs?

Yes they do. I don't have a rules citation, but I'm quite sure that moving during the Breakthrough or Reaction Phases should not be more permissive than moving during the Operational Movement phase.
