I am wondering the effect of the Kapp putsch card if the Establushed putsch survives the political phase

The card says to remove the putsch. But then it cannot contribute to stability check of Germany ?!

Also it becomes a 4-marker card providing 1 VP to the Fascist player
Each turn or onl at the end of the game ?

Hi, during the Crisis Check step proceed as described on the card:
1) Return the Established Putsch chit to the Reserve of Fascism player,
2) Roll for the Crisis Check (apply modifiers as indicated on the card)
3) If the Crisis Check is Successful, remove the card from play, otherwise...
If the Crisis Check is Failed, then the card becomes a +1 VP Marker Card, so the Fascism players receives a +1 VP, once. This +1 VP is lost (so the VP Marker is moved as to mark -1 VP) when this Marker Card is removed from play as per the rules (see pages 11 and 12 of the Rules Book).
Furthermore, President Ebert, if in play, immediately resigns and you must check if the condition for the Elections are met as per the rules (see page 7 of the Rules Book), and exactly:

"C. If a Candidate currently holding the position of President is elected Chancellor or if Ebert resigns while holding the position of President, then German Presidential Elections must take place during the Cleanup Phase; flip the Turn Marker accordingly.
D. If a new President is elected and he replaces President Ebert (hard printed on the map), then Ebert immediately resigns and is no longer in play. Furthermore, when Ebert resigns while holding the Chancellorship, then the National Elections must immediately take place in Germany: a new Chancellor must be elected."


So, the Kapp's Putsch card can definitively overthrow both the German Government and the German President!...

Indeed, this is the interest of the card, provided the Fascist has a good electoral position which is not easy at first stages of the game

In the general rules, if your putsch suceeeds, then you appoint directly a chancellor without elections
Isn’t stronger ?

On the other hand. This is a coup performed by Nationalist

What about having also some Nationalist like Kapp and Von Kahr ?

Yes. The Kapp's Putsch was destined to fail, so the card tries to reproduce a less dangerous effect, but still quite powerful because it removes Ebert from play and opens the Presidency to the oppositions, Communists first...
