I am playing with 4 players tonight. I removed all of the 5 player cards. it says to add the auction cards to the remaining parcel cards and make sure there are only 5 cards per player. The auction cards alone, before the parcel cards are more than 5 a player. Do you just combine the two sets, shuffle, and then count out 5 cards per player total? Thanks!

Yes remove the Auction 5p cards
==> call the A-Deck for this example
You must create a deck with 20 cards (5 rounds with 4 cards each round for the auctions):
- use all the parcel cards you have with the modular boards you use
- give each player 4 Parcel cards (if you play with the normal rules)
- with the remaining parcel cards (if there are), complete the deck with cards from the A-Deck

==>You have your deck of 20 cards, a mix of possible parcel cards and A-deck cards.

(as a side note, you can place in the box, the remaining cards from the A-Deck)

Lay out the parcel cards for the board setup you have randomly generated. Each player will be receiving 4 of these (randomly or via draft as indicated by the rules). Let X = the number of parcel cards remaining after each player receives 4 of them.

Now from the auction cards, not counting the ones you removed for player count reasons, take (20 minus X) random auction cards and shuffle them together with the X remaining parcel cards. This forms the 20 card auction deck for the 4 player game.

it took a few reads to get what you have to do as somehow it doesn't stick in the brain.
but what Alban said was (of course) right

The set up phase might look a little bit tricky but it makes sense when you have finished it = and goes faster when you play your 2nd game (I hope)

yep, just a phrasing thing too. Here's how I say/teach it:

Take the remaining parcel cards, they form the start of your auction deck. Then add auction cards to the parcel cards until it has 5 cards per player in it. That completes your auction deck.

(Do you have an auction deck that is mostly full of parcels? Don't worry, it isn't unusual for your auction deck to have more parcel cards than auction cards. Of course, this will vary by the parcels on the map and the number of players.)
