See the subject for my moronically simple question I can't seem to find in the rules. Just want to make sure it has no in-game effects.

No. It only exists so you know who has the final turn in the game.

No, start player stays the same. Rules state that if end game is triggered before the last player you continue until all players have had an equal number of turns. Since the number of turns per round is variable (depends on how resource cards are drawn per action) you need the start player to stay the same through all the rounds.
