Aren't newly constructed air units inverted upon their construction?
Are they constructed "face up" or "face down"?

Would the answer change if , say, a 2-4 air partial was being constructed and joined to an already inverted 3-4 air, to create the (required-by-the-rules) 5-4 air counter? Would the answer be different if a newly constructed 2-4 was joined to a NOT-inverted 3-4?

Yes, the newly constructed air factors are placed inverted (which is the same as "face down"). Yes, if they were combined with other factors already on the board, the entire combined unit would be inverted. There is a DQB provision for combining for purposes of SR and then breaking back down upon arrival at the final destination and being able to do so with inverted and not inverted parts as they were prior to be combined. Some have argued that this provides for a "memory" that goes beyond the specific example of SR in the DQB.
