Just in case, i'll say:
choose you own path, make your own decisions, it will make the game much more satisfying.
Maybe the results on the poll may be influenced by events in the future that you haven't experienced yet.

Oh we are, it's just interesting because to us the upgrades seem so obvious, and then I encounter other people on here that think it's obvious a different way.

If anything we'd use this to avoid the cliche.

I'm surprised by how many people are giving Grizzled to the medic considering everyone is giving them Local Connections. To me, half the reason for Local Connections is so the medic doesn't have to end in an potentially infected city, thus eliminating the problem before it starts for them.

Grizzled doesn't seem like it's an ability I would plan to give to someone ahead of time for some kind of strategy. It seems more like a panic button band-aid. Like "oh shizz this character got two scars let's give him some protection so he doesn't die so easily."

(Notwithstanding the comment about people choosing their own paths rather than being guided by how other people played...)

I'm surprised we were the only people who gave Local Pressure to the Researcher. While letting the Quarantine Specialist have it is "obvious", it doesn't actually synergise in the same way as Local Connections for the Medic.

Our thinking was that the Researcher doesn't have much to do until they've drawn the cards people need in order to cure diseases. So we buffed her with Pilot and Local Pressure to make her useful in the early game. Complementary rather than synergistic.

Local Pressure on QS means you only need to send 1 character into C0dA territory; anyone else dropping Quarantines either needs to bug out, or accept the (reduced) risk of a Scar since their Quarantine can be breached.

Second most obvious for Local Pressure is Operations Expert because he can use it anywhere rather than needing to have either a suitable City card to spare, or an existing Military Base.

Beyond those two, it's a pretty generic upgrade - since it's keyed to military bases, it might want to pair with Veteran for any of the other characters available at this point.

We did Local Connections and Veteran - mobility seems pretty important for him.

Grizzled is one that can go on just about anyone - and the Medic's probably safer than most - the only ways to get scarred by an Outbreak are to finish your turn in a city with a significant number of cubes, or to finish your turn in a clear city that gets hit by the next Epidemic. When other players have to settle for ending their turn in a city reduced from 3 cubes to 2, the Medic clears it - and with Local Connections, rather than enter a 3 cube city, he can use his last action to clear it instead.

Okay, there are situations where it may be worth taking the risk of a scar to be a bit more efficient in the longer run, but, still, I'd save Grizzled for someone who's already taken a scar or two, rather than assign it pre-emptively.

We spent a lot of our early upgrades on the board - permanent structures and positive mutations - rather than on characters or player cards.

This poll is a little misleading in that respect - it implies a scenario where you're looking to assign every character upgrade, rather than holding on to some to either use later once circumstances change, or never us because you have better things to use your limited upgrade resources on.

I'm most surprised by the people giving the Operations Expert the Formidable upgrade - meaning he can either build a structure without discarding a card, or build exactly the same structure, but discard a card from that or an adjacent city as well. Particularly since if you just want to discard a card, you can always use his second ability and discard any card and move somewhere as well.

Since the Dispatcher uses his cards when moving another pawn, that made it more useful, especially since you can use the card to move himself there as well to Share Knowledge.

Of course, by then, we'd already given it to the Scientist (she needs the cards for cures)
