In case of a tied bid for initiative, we're supposed to look at the number at bottom right of each card (the Armor Piercing Fire Bonus).

Well, we got one card that says -1, and the other one that says "Shake."
Which "number" is higher?

-1 is higher, Shake is not a number. Page 4, section 6b. A word, such as "Miss" in the TN box is less than any number for determining initiative.

I would apply this to APF as well. Words always lose.

Is there a hierarchy of words? Can there be a tie with words?

I have the game, in my unplayed stack. I had a chance to do some 'Nam gaming, but we wound up playing ATS Hue multiplayer.

Nope, can't happen.
