Subject: Infantry units not AT capable and tanks rss

As far as I can make out, the only infantry units that can fire against a tank have to be AT capable and be mentioned on the Vehicle and AT weapons chart. So why is there a +3 and +2 for small arms and automatic weapons modifier on the AT combat resolution and modifiers chart since units that use these VOF markers are not AT capable?
If an ordinary German squad with an "a" VOF is firing at an American squad, and an American tank enters the American squads card, what happens and when?

Infantry units that are not AT capable can fire a Vehicle with their VOF.
In the Mutual Vehicle Phase, when a vehicle move into a Terrain card that has an enemy VOF you immediately must resolve the VOF present on that card, see 7.5.B
