12.7 Harbor Raids. If targeting MVs, every 2 Hits will sink 1 previously undamaged ship.

1 previously undamaged ship=1 CS?

12.10 Operation GEARBOX . Once per Operation, if these units are in port Barentsburg during a Special Conditions Phase, score ½ VP for each destroyer.

why points are awarded for each destroyer, if in operation GEARBOX there is only one destroyer?

12.14.2 Operation TITLE: Roll one die during the Special Conditions Phase: on a result of 1 through 5, inflict that many Hits on Tirpitz but do not score VPs per Rule 2.4.

Tirpitz has a difference of 2CS between steps, it must sustain two Hits to lose one such step . How I can inflict 1 or 3 hits?

Yes. We are clarifying what a "ship" is in the 2nd Edition rules.

Conventional English rules writing? It could just as easily read "for the destroyer" instead, and if you'd like to translate it that way into Russian, that's fine.

Effectively you can't. But it's easier to write the rule that way than to say, "On a 2 or 3 inflict one step loss, on a 4 inflict two step losses, or on a 5 inflict three step losses." You apply the existing rules for scoring hits on ships rather than having a new one.

It also gives more of a narrative feel: "I rolled a 1, so the chariot's warhead exploded near Tirpitz but caused only superficial damage that was quickly repaired."

There are 27 Special Condition chits, 26 labeled A-Z and the Ground Offensive chit. When drawn, the Ground Offensive chit is immediately revealed per 12.6, so it isn't on the chart.
