We decided it was the grey, neutral, empire military cards. This is for purposes of the Mercenary Revolt Event.

No it’s cards with a coin on them regardless of if it is blue border, red border or gray. Carthage has mostly mercenaries which is accurate historically and s possible Achilles heel
