So, dry stream hexes have no effect on movement, but flowing stream hexsides do affect movement. Is it safe for me to assume that if a stream is shown on the hexside of a hex that it is a flowing stream and if the stream is shown in the middle of the hex that it is a dry stream?

In other words, the only streams that affect movement are the streams along hexsides?

Yes.

Dry streams are for historic purposes only and run down the middle of a hex.

Running streams (in the lower left corner of the map) run down the hexside of a hex.
