How do coal dice that have been shifted down below the arrow box get transported? It seems as if the only way they get back on the board is when they are shifted across to the next track (brickearth to paved, or paved to rail) and don't fit on the new track. In this case, who gets to decide where the coal goes - the player furthest upriver?

Maybe I missed it, but I can't find an explanation in the rules.

Page 6 - "The Transport Tracks":
