Apparently, the recent Russian sanctions mandates that a list be produced, of those that are close to Putin, ones that have either benefitted from, or supported his role, as Russian 'dictator'. The article claiming it can be a useful tool, to discourage Russians who might see their names on the list, and fear that that exposure may be bad for them, over the long haul.
I agree that such a list may be the first step in identifying the bad eggs, and perhaps pursuing them thru legal means. Or at least the money that they might launder, thru the U.S.
It is clear that Russia (and Putin) do not like the Magnitsky Act passed by the Obama administration, and it is clear that some effort has been expended to repeal it. Attacking them where it hurts (in the pocketbook), may be the best way, to keep the Russians busy, and at bay.
