I have a group with
- two Lords,
- "The Belle Wants a Classy Party" (+2 points for each Lord or Lady in this group), and
- "The Belle is only Half-listening" (this group score half its normal points, rounded down).

Does "Classy Party" score
+4 (because it's not "normal" points and exempt from "Half-listening") or
+2 (because it's affected by "Half-listening" like all other points)?

Take my interpretation with a grain of salt, buuut...

The two Belles do not conflict with each other. "Normal" refers to the points that group would earn from the matching interests, not any extra stuff that the Belles do to modify the score. So in your example, the group scores +4. All of the other baseline scores from matching interests would be half, rounded down.
