Yesterday we played game with one mistake that led to much more equaled probability if fomory run over island or otherwise. The mistake is that we count as fortified only level two and three buildings. This result in 1) was harder to spread your settlement across island and only level 2,3 count to the total number of cities occupied by players. 2) we was able to set trooper ( replenish fomory ) only from level 2,3 structure so it was harder or more costly to replenish fomory. At the end it nicely balanced probability of both victory conditions.
