It's easy if you know how to use clipping masks
1. Find source images. ebay and www.coinarchives.com
are good places to look.
2. Make a 1.3" circle with no fill and black stroke (stroke width doesn't matter)
3. File > Place your source image, use free transform to scale/position it inside the circle the way you want.
4. Select both the circle and the image and do Ctrl/Cmd-7 or right click and pick "Make Clipping Mask"
Then copy/paste as many copies of the coin as you want and use align/distribute to make it all nice and neat on the page.
To keep file size down don't unlink the image. Only ever File > Place it as a linked image. If you have to crop the image or split a front/back face into two files do that in Photoshop first.
