After seeing the addenda sheet, the starting Syracusan Naval units are deployed in sea zones adjacent to I-1 and H-7.

Can they be set up in zones already containing Athenian naval units?

If so does it then follow that:
All Athenian units are out of supply at the start of the game assuming than even a single Syracusan naval unit is set up in S-5?
Thereby lowering their morale in the supply phase of turn 1?

And since the Syracusan Naval units all start at sea, both deployment areas have to use the limited supply as there will be no naval units in coastal zones?

No. The addenda file is in error. Per the set up rule the 5 Syracusan naval units do NOT set up in a sea area. The addenda should read the units set up in L-7 (Syracuse) and/or I-1 (Agora) areas (and not Achradina/Teminetes). I'll ask to get the addenda file corrected. Sorry for the confusion, and thanks for bringing it to my attention.
