How exactly does this ability work?

The first 2 I get, but what exactly are the last 2. Why do are they the exact same thing?

"Also, destroy 1 town or city"

"Also, destroy 1 town or city"

Innate power thresholds are cumulative, unless they explicitly use the word "instead". If you reach the final threshold, you get to destroy 3 buildings in the chosen land.

To add to this, note that some spirits, like Thunderspeaker or Bringer’s first innate, can do several different effects if they have the elements for it.

Most innate powers do not have that "also", but act in the same way. Lightning does, because it is one of the introductory spirits.

No, Lightning has this because they tend to use "Also" in innate powers that had an earlier "instead". Reference Ocean Breaks the Shore ("Also, drown 1 town/city"), and All-enveloping Green ("Also, remove 1 blight") neither of which are intro spirits.
