It reads:

which immediately confuses me because during the tutorial setup it states that there are only 7 Algerian police cubes and one has already been placed in Algiers leaving only six light green cubes available rather than the eight that are mentioned in the quote.

Corrected tutorial. That is what I suspected. I have more questions but I will try to space them out so as not to seem overbearing vis-a-vis your generosity with your time.
