I understand how we choose the blocks in Manhattan. The summary cards are clear. For example "6/4" means we each pick 6 blocks and keep 4. However, do we do the same thing when picking the shops? Do we choose 6 and return 4? Or ... do we just choose 4? Thank you, I'm sure it's in the rules however I just cannot find it.

Under Playing the Game

Chinatown Rules wrote:

Starting with the first player and continuing clockwise, each player draws new Shop tiles from the bag. The number
of tiles every player must draw is shown in Table 1 (page 4).

Proceed according to the following:
