So we're playing the Commonwealth scenario and someone completes the quest
Spoiler (click to reveal)
Bunker Hill on card 21. Results for option 1 indicate to stage 024 and 157. Reading card 157, it's completely disconnected from the current scenario to the point that it makes no sense and seems like a typo. I checked the result for option 2 (148) and that card ALSO seems completely disconnected, even from 157.

Can someone confirm this for me or at least tell me what it means?

Advancing a mainquest generally spawns the corresponding next main quest step and a side quest. The latter by definition are often not very related to the main one. Is this one particularly so?

Usually the 2 different ways to solve a main quest step spawn entirely different side quests, so those will be unrelated from each other, like the two here were.

Did you read the cards, by chance? It's absurdly unrelated.

It introduces characters in a way that you feel you should know them. It literally feels like a card out of a different scenario.

Just read the cards and the options for both outcomes, and yeah they are random as hell. It is literally a random side quest that pops up and you have the opportunity to investigate it or not. Doesn't really make much sense thematically as you haven't 'met'those people yet but a lot of the quests in this game are like that to be honest
