Rules state set aside 26 tier 1 cards. We took it as having 26 cards not available for the game but we found out we were short after a few rounds. I think the rules meant use 26 tier 1 cards for 4 players. Is this true otherwise you don't have enough cards?

This may be a translation problem.

My rules (norwegian translation) clearly states that you are to remove 7 cards of tier 1 in a four player game.

EDIT: And that leaves 26 green tier 1 cards in play. Really looking forward to play this one!

"Set aside" means you will use them in play:
- 33 cards for 2 players,
- 41 cards for 3 players,
- 53 cards for 4 players.

While the rule is explicit that you use the set aside cards, nobody can argue that the wording isn't poor. There is no reason why they couldn't have stated, "Shuffle the Act One cards and then discard 7 cards out of play. Place the remaining 26 cards on top of the Act Two deck for a four player game."

That would be so much clearer. My game group had the same linguistic challenges with the rule book on our first play.
