Subject: Goals cannot be completed anymore rss

We are playing a basic 2 player game without expansions (2nd edition) and have the following situation:

+ The Taverns are both played
+ The General Stores are also played, and on top of the Taverns
+ No player has any Ogre cards
+ On both general stores is a Green meeple
+ On both general stores is a Red meeple

This seems to lock the game in a sense that both players can indefinitely block the other from completing any (further) goal. The endgame will not be reached in this way.

Now the questions:
1. Did we miss anything or is this indeed possible?
2. How can we detect this lock? Detecting "Same Game State", as with chess sounds overly complicated. "Passing a turn" is also not sufficient since a player can move a meeple back and forth.
3. How can we resolve this lock? There are different possibilities here: a) Draw, b) Most point c) Locking player loses d) Other.
4. Are you allowed to pass an action?

We would prefer a solution such that the lock is not possible anymore.

Has anyone else got into this, and how was it resolved?

Hi! This is an extremely unlikely situation that may happen from time to time.

Core game only:
1- Remove you meeple from one of the inns and let your enemy complete his goal so you can accomplish yours afterward; or Count the points. next time be prepared.

Royal Decrees + core game:
1- upgrade a dwarf into a warrior. Use your warrior to remove your enemy and complete your trading goal.

My advice:===> royal decrees expansion greatly improves Dwar7s fall and you can find it at a fair price. =)
