Due to my peculiar skill of not being able to understand the English language - especially when employed in rules books - what does the following mean?

"....wins if he has at least three of each food and each luxury good."

Is it 'three of each food and three of each luxury good' or 'three of each food and one of each luxury good'?

You need three of each food and three of each luxury good.
