...There is only 1 investigation power on the 3rd fascist policy enacted so how could any player be investigated more?
The third Fascist Power is *not* the Investigate Power. The third Fascist Power in a five or six-player game is "The President examines the top three cards." In a seven, eight, nine, or ten-player game, the third Fascist Power is "The President picks the next Presidential Candidate."
The Investigate Power happens on the first and/or second Fascist Power (depending on player count). There is no Investigate Power in five to six-player games. It is in the second slot in seven to eight-player games. It is in the first and second slot in nine to ten-player games.
So, when playing with nine or ten players, there are indeed two Investigate Powers. And the target of the Investigation has to be a different person each time.
