As each purchase is made from a step 3 auction, do we replace that empty market slot with another card as we did in step 1 and 2?

We have been playing this way, but feel luck can ruin quite a bit of what the players have built up so far. In the first step 3 auction, everyone knows that somewhat superior plants are next (having been placed under the step 3 card) and gambles by purchasing, since a greatly superior replacement card is available for purchase immediately by an opponent.

Contrast this with other steps, where auction replacement plants that were much better than the last purchase went safely into the futures market, where the players had time to include their presence in their strategy.

After the step 3 cards shows up and before you shuffle the remainder of the deck let everyone take a look the cards that are left. That way everyone will know what power plants are left and can gauge the odds accordingly.

It eliminates the tedium of trying to remember everything that was placed under the step 3 cards and blunts the randomness a bit by allowing the players to take calculated risks.

Yes, luck can be brutal at the end, but thankfully it does not happen too often.

Note, all 6 power stations in Step 3 are available for auction... there should be 6 power stations in Step 3 and all available. ie. there is no Future Market in Step 3 (except for the ones in the face down pile)

In Step 3 you can risk remaining last to act, not purchasing power plants to try and get lucky with the draw of the final card.

In a lot of games we played, players already have a great setup by the time Step 3 comes around, and they only need a 6 or 5 station.

Tip: Buying a 7 in Step 2 will drastically help secure a victory.
