Have not played yet, but why not try to hinder other players expansions on islands you have plans for or don´t care for? It seems it will force players to build forts and waste cards.

Yes I'll have to try it. I'm assuming it's allowed to move a ship out of a pirate outpost to an island shore if I want to change tactics.

Yes, the Ship card allows you to move a ship already in play. Useful when forts are built on related islands, and the pirate ship is useless situated at the pirate haven. It is time to “come about”, aaarhgh.
