This discusses a wide variety of things and twists that happen in the game so don't look unless you have played through at least September

After finding The South American lab, you can start innoculating up to 30 infection cards.

Then the lab in Africa gives you a player who cab destroy a infection city card per turn if she is in the right place.

What happens if the infection deck has 0 City cards in it? Does it do nothing, but immediately peg the infection rate to 5 because as soon as you have an end of turn you shuffle the deck infinite times trying to find a city card?

Once the Innoculation starts to wear off, will you infect off of the card, then shuffle it into the deck and draw it 5 times due to the higher infection rate putting 5 hollow men into the city? (3 + -2 population) actually.

If the scientist then removes these cards as well? Which is easier in a 2 player game, does the game have a way to deal with no infection cards, isn't it cured at that point?

If you strategically add cities, you can start removing a few each game to keep the infection deck low, though the initial investment of removing all the cards as fast as possible once you have these 2 abilities would end up in multiple lost games.

If you are at a point where the infection deck is empty, I'd have to guess you are playing through a 2nd time and trying to break the game?

Nevertheless, I believe your interpretation is correct. You'd likely get 3 hollows and -2 pop on the city, unless the infection card came first, then you'd get 3 plague and outbreak twice and probably lose immediately

Yes, this is mostly just speculation and trying to theorize a crazy way to break the game, not an actual real play through. Though by the end of our real playthrough, we were getting pretty low on cards in our infection deck anyway from using the Scientist's ability each of her turns after unlocking her except when it really couldn't work out well.
