I have been playing solo this way and thought I would share. I have been victorious on all 5 scenarios that are included in the game. I created and combined this style of play, to increase the challenge and help give the solo game some longevity.

Setup Changes:
Do not use "Character Cards".
Place the "Game End" marker on lucky #13.
Randomly distribute all of the "Resource Hexes". Then, reveal the B and C spaces as shown on the diagram.

Use the Cruel (Hard) difficulty.
Follow the "Marshal Law" scenario.
* If a one is rolled on the ghost die, then draw an event, as well as drawing one when you roll doubles.

Build all of your cities and towns. If that is complete, you will score as according to the rules. Play the game the full 26 rounds.

I did not change much, but it took me a few plays to get the gameplay I was looking for. I am sorry if some of these are already in the rules. I have looked and did not see them specified.
