Decided the only way to win this was get 3 Gandalfs, and reduce threat and quest each time, and make progress in 2B by Legolas killing things. Took me 6 tries before it worked, I was lucky on my winning try that my shadow cards were usually locations, and I had a steady stream onfenemies. And I only needed 2 Gandalfs
