You might try Hero Realms with the Hero Realms: Boss Deck – The Dragon or Hero Realms: Boss Deck – Lich. He can play as the Dragon or the Lich. If you want to team up, you can get Hero Realms: The Ruin of Thandar Campaign Deck. I would also suggest the character packs as well.

I would recommend taking a look at Beneath Nexus, it's what I considered as a light card-based dungbeon crawl. I think the recommended players are 3, but the heroes can easily be played by a single person - so 2 heroes to a players against the blight lord villain controlled by another player.

Catacombs (third edition) is what you describe, where one player can control all the heroes and the other can control all the bad guys. At its heart it's really a disc-flicking game, though, so depending on your tastes it could either be super awesome or kinda frustrating.
