Enjoying this beautiful game so far - it is brutal, too. Having some issues with war fighting.

Question re: fighting wars. Say, for example, there is a war in Britannia, and there is a Caesar, a Consul, and also Statesman/Governors in Pontica, Syria and Hispania.

Who (which magistrate/statesman/governor) is eligible to fight the War in Britannia and what units and Allied provinces are edible to fight that War?

Thank you for the assistance.

The Governor of Gallia, using the units in his provinces that are occupied or adjacent to the war. If the war is in Britannia Superior he could used units in Frisia, Germania Inferior, Belgica and Lugdunensis for example.

If Flavian Emperors is in play then Caesar may fight, using the same.

If there is a Rebel in Gallia he may fight it, using the same.

Note if there is no Statesman acting as Governor there is still a Governor, using his basic abilities in his Governor box.
