Each player has access to a basic defense plan at game start. The punch-out one. Which means all players start out with even defensive stats.

Once you are able to purchase and then move an exploitation/logistic ship into your empire, the reward for doing so is being able to draw a card from the defense plan deck. This new defense plan will only be available for the player drawing the card.

On that note, what happens to defense plans after they are used? We house ruled you keep them and can use them again if needed, the rules didn't say anything about discarding them...?

In the updated version of the official rulebook, on page 11 is stated:
"IMPORTANT: If you attacked ANOTHER PLAYER, no Defense Plan card or
tile is discarded."
