I just downloaded the Holland 44 module in Vassal. I can't get the counters to unstack. When I try to scatter one unit in a stack, they all scatter. How can I give individual commands to separate counters in a stack?

If you double-click on the stack it should expand and allow you to select a single counter. However, getting the stack in the correct order (with the marker in just the right place) can take a little futzing and is one of my least favorite features of Vassal.

Use your arrow keys to move units up and down in a stack.
