I swear I read something about having 5 banked shifts somewhere in the rules and the 5 on the Shift Bank track is RED but I can't find anything now that I'm looking back through the rules. Anyone have an answer or am I just crazy?

Page 9 of the rulebook in red box explains it. It's to remind you when mean Sandra evaluates the department you may lose pp for having less than 5 banked shifts.

The red "5" is a reminder for Sandra's evaluation visit to each Department.

When "Mean Sandra" evaluates performance in each Department, she penalizes the player farthest back along the Training track one point per number of shifts less than five that the player has banked in the Shift Bank.

Likewise, according to the official variant (https://www.boardgamegeek.com/thread/1571889/sandra-nice-var...), "Nice Sandra" awards bonus points to the leader on the Training track one point per number of shifts more than five that the player has banked.
