Can I build a rotten plank card on top of the opponent's railing? Then (I assume) they can play a new railing on top of that to "fix" it. Yes?

Yes, that's correct. You can also play a regular plank on top of the opponent's railing, if you wanted to prevent them from having the minimum number of railings to score their deck.

No, you would still have to apply the stain token to it.
