Is it allowed to combine grapes from the crush pads to create a Blush or Sparkling wine with a total value above 9, and then place the wine on the "9 square" in the cellar (or degrade it to 8 if 9 is already occupied)?

Correct. You can even make wine values of 4-9 without cellar upgrade(s), the token will just go on the highest available number it can go to for that particular wine.

You can also use a higher level wine to fill an order. Let’s say the order calls for a 4 white and a 7 red, you could use a 6 white and a 9 red to fill the order.
