The board shows that they can use QICs for distance, but only after they managed to unlock them

Nope, you would still need QIC for that and in order to get those you need to unlock them first. The only cost that is changed for Gleen is that you are paying Gaia Plaents with ore instead of QICs, everything else stays the same!
