I think that I've mostly got most of the rules figured out, but I'm still confused as to when I can start recruiting the advanced crew members (gold backing) rather than just the regular ones (silver backing). Obviously I've missed something in the rules.

Once you've explored a core (red back) tile, next round you start adding elite crew members to the offer (alternating one elite, one regular, up to the total of player count + 2)

Page 4 of the full rule book, under the section about setting up a round.

„If no Core Map tile has been revealed, deal Regular (silver back) Crew Members only. If at least one Core Map tile has been revealed, alternate dealing Elite (gold) and Regular Crew Members. (Elite, Regular, Elite, etc.)“
