The Panda cannot eat the bamboo’s first shoots, only the upper sections.

The Chibis rulebook says, you can play this variant also without the expansion.

It seems to be aimed to never the panda, but since you cannot get rid of bamboo on a tile, it also makes placement of improvements harder/impossible. This hurts gardener and plot objectives even more than panda. Is this intentional?

Something to take into account is that, when using the tile action, you can place an improvement before placing the tile on the board.
So, it does not hurt gardener that much.

As of plot objectives, I don't see how this variant would hurt them in any way.

Thanks, i missed that. You are right about plot - no water, no bamboo, so it does not make a difference here.

Indesit, it doesn't affect neither plot not panda objectives but it really affects the gardener. Many players use as their strategy to collect only gardener objectives as they give more points than plots or panda, although they are harder to be achieved. This very variant is exactly for this reason. To offer more playing variety to the game. It makes the game more balanced.
