Here are the rules for reinforcements on locations:

On the hostile turn, if a soldier (PS, NPS, or squad) is on a location, and that location has a rein value other than None, draw a card.

If the number in the top right of the hostile card is within the range listed on the "Rein: " on the location card, put the hostile card into play. Otherwise, discard the Hostile card.

For example, if the Rein: value on the location card is "1, 3-5" you would only put the hostile card into play if the top right number was 1, 3, 4, or 5. If it's not one of those values, discard the hostile card.

Reinforcements can also come from hostile cards as follows:

If the hostile card has a Reinforce (#) attribute (ex: on pg. 30 in the rules - the Officer card has "Reinforce (0-4)"), and at least 1 hostile on the card is not killed or suppressed, draw a hostile card. If the top right number on the drawn hostile card is in the range specified on the existing hostile card, put it into play - otherwise discard it.

Using the example from the rules, the Officer card has "Reinforce (0-4)".
- if the hostiles on the card are not killed or suppressed, turn over a hostile card and see if the top right value in the card is in the 0 to 4 range. If it is, put it into play - otherwise discard it.
- if the hostiles on the card are killed or suppressed, do not draw a hostile card.

As a belated follow up to this, if you have a Location card that can Reinforce and one or more Hostile cards that have Reinforce on it, how many potential Reinforce Hostile cards are drawn? Is it one for the Location and one for each Hostile card OR is it only one card that needs to be in the range of any one of the Reinforce ranges?

Each card that can Rein does so.

page 33
Some Hostiles do not Attack
your Soldiers, but instead
apply a detrimental effect. If
the targeted Soldier is out of
the Hostile’s Range (and the
Hostile does not have a
Suppress), move the Hostile
one Location card closer to
its targeted Soldier.
Example: The Large Truck
draws a Reinforcement each
turn, during the Draw
Reinforcements step . If it is
more than 2 Location cards
away from its targeted Soldier,
it does not Draw a Reinforcement card. Move the Large
Truck one location closer to its targeted Soldier during the
Close Range step.

and
If all of the Hostiles reticules are EKIA/SUPP then it doesn't Rein.
page 30
Some Hostile cards have an
effect, but no die roll or
Attack chart. This text is only
active if there is at least one
Hostile that is not
Suppressed or Killed on the
card.
