In our first game, the player who won was the player who mostly just defended their originally territory and expanded into one other. Gaining VP every turn for "successfully defending" nothing also seems kind of silly.

That player was playing the Crane faction which also helped her win a lot of the edge cases.

Thanks! Obviously, nothing can be concluded after one game, but wanted to see if anyone else felt the same way.

To give a conflicting anecdote, in my last game the Crab player did much the same, holding on to their starting territory and a couple extras an reinforcing them over and over for victory points and defence.

It was obvious what he was doing pretty early so he lost a province necessary for any territory bonuses early on and ended up last by a fair margin (11 points where the winner has 30, although we weren't using the secret objectives)

Yeah, in my last three-player game I had a good first two turns, tried to turtle up and came in third place by a lot.

If one person is turtling up and getting lots of VP, the other players should definitely note it and turn on them if possible.

As someone said, you can raid the hell out of their best lands if you all agree. There are card effects that can steal territories without combat as well.

Given the ability to claim lands anywhere on the map at the start, it's hard to see any particular strategy emerging for particular clans. It'll vary a lot on who you pick and what your secret goal is, plus where you choose to consolidate.

"Finally, if a player places an army, navy, or shinobi token to defend a province and that province is not attacked, the province is treated as being successfully defended" - Pg. 10

This allows you to place another control token worth points!
