As soon as
eight total cards have been played or
four cards of any one animal,
the animals move (maybe).

The wolf moves 1 space if one to two cards are played,

HUH? MOVEMENT IS NOT TRIGGERED UNTIL 4 CARDS PLAYED.

and one less space than the number of cards if more are played.

The wolf also has 3 cards with a howl, if one of these is played no one but the wolf moves.

What is your question?

Each round, you lay down cards until one of those conditions is met (; of a kind or 8 total), then you evaluate the cards and move the animals in order based on the cards that were played.

Yeah, so movement is triggered by playing the eighth card or the fourth of any single animal. At that point, you evaluate movement based on the count of cards for each individual animal, not on the total number of cards played. So, it’s perfectly possible for there to be only one or two wolf cards in play when movement is triggered.

Note also that whilst each player is allowed to play up to four cards on their turn, they’re limited by triggering movement - i.e. you can’t overplay, such that their are more than eight cards on the table, or more than four of any single animal.

Movement triggers when there are 8 cards on the table or as soon as there are 4 of the same.

The one or two wolf cards are of those 8 cards on the table, or could be two wolf cards and 4 other animal that triggers the movement... but the wolf still moves that roun becouse he has cards on the table...

and when a howl card is played, you know only wolf will move this round, so it's a chance to get rid of cards of animals you don't want to move from your hand...

so the description should be:
The wolf moves 1 space if exactly one or two cards of the eight (or four) which triggered the movement evaluation are wolf cards.

A better description would be the way the rule book explains it. Not sure what your original quote was from...

You left out an entire paragraph of text between the maybe and the Wolf movement that makes the intent very clear.

BGG pages rarely have the complete rules in the game description, just a short overview to give you an idea. The actual rules are in the rulebook.
