We've lost 5 games in a row now (mid May) and here's the problem. going forward there is no reasonable way to win. We have opened up North and South America, but not Africa nor the middle east. We need to achieve 3 of the following 4 goals in one game
1) connect 2 new cities - impossible until we recon a new area - all cities are connected.
2) locate a new Haven - so far as I can tell impossible. We don't know where they even might be - we have the one outside of Los Angeles, and that's it
3) explore two areas - there are 9 unexplored areas (scratchers) left on 7 f 50+ cards. It's entirely reasonable to get none of those in a game.
4) Recon a new area - this is made increasingly difficult by all the cities we have connected cluttering up the deck. it's not even possible to explore from Cairo until you get Moscow.

So right now we have to open up Africa or the Middle east, but having lost 5 games in a row our deck is cluttered with 10 garbage "rationed event" cards - supposedly helpful, but in reality they just keep us from getting the actual cards we need to do recon. Furthermore since we kept connecting cities to try to win the game our deck is also full of even more garbage. we could try to go to cities to get rid of all the garbage player cards, but that means intentionally not trying to win the game just so maybe we can win in the next couple of games. We need to go places that are pointless to get rid of cards that are pointless.

Multiple losses make the game increasingly harder and at this point winning has nothing to do with anything other than luck based on ridiculous odds. No thanks.

Re: Multiple losses lead to an impossible to win scenario? (possible Spoilers)
You might want to add Mid-May to the subject, with regards to what might be considered a spoiler.

As to your issues, couple of clarifications:

* You should still have the objective to build three new supply centers. It's mandatory and doesn't go away until if and when something specifically tells you to do so. In Mid-May it is very much still a mandatory objective, so you only need to complete two of the others.

* If you've already completed the objective to locate and access a haven, you should have destroyed it.

Africa will open up automatically if you have not reconned there by then, and you'll also get a new objective.

And some suggestions...

South America spoilers

There is a character ability that lets you recon for one less card, which makes reconning to Africa much easier, and reconning to Asia possible using only Tripoli, Istanbul and Cairo. Note that when you recon, you will connect one city to the grid automatically, and this counts toward your objective. So then all you have to do for a win is connect another city and build two other supply centers.

* Abilities that let you retrieve cards from the discard pile can make it MUCH easier to get the cards you need to build centers, complete searches and get the distinct cards you need for recons. This can be especially useful when connecting new cities to the grid, since the player cards go directly to the discard pile and can be immediately accessed (and subsequently searched that game without having to wait for them to show up in the draw deck).

If you're enjoying the game despite the frustrations you've had, I'd encourage you to push on. Things will continue to get shaken up moving forward, and the goals WILL be possible. If you already spent your end-of-May upgrades and don't have any of the above-suggested abilities, I'd take out a loan and give yourself at least the

Recon-for-less
ability before your next game, and then just pay for it with your Late May upgrade points. It won't break the game, and it should make things more enjoyable for your group.

NRBH ... but I don't recall ever having a month when I needed to complete 4 objectives to win. I don't see that you have included the mandatory objective of building the three new supply centers.

Then with the 9 unexplored areas, you should fairly easily be able to satisfy the explore two areas objective.

Also ... spoiler to follow

You'll reveal another haven IIRC via a scratch off

And ... did you recon Europe?

I wouldn't give up the ship yet.

We did not have build 3 new supplies center as an objective in April or May. This must be what screwed us up!

Yes, we took of the "Build Three Supply Centers" from our objectives in January. Dang it!

Why are you getting rid of cards? Cards you don’t need might be frustrating in place of the cards you do, but having them doesn’t hurt you.

And you’re saying both City and Event cards are “garbage”—what cards do you want?

You might be able to reset a few months and try again.

Super confused, your complaining your deck is to thick, but also complaining that you can cull your deck? do you think you really need 4 copies of the original city cards, maybe getting rid of 2 of each copy of these is a start? Remember there are plenty of ways to discard cards, and remember that inoculate is a free action, and works from the discard pile not your hand! e.g. you can build a supply center and discard those cards then inoculate if any of the cards you just discard match your city, you can inoculate after your 4th action as well!

If adding a city card adds 2 player cards have you considered inoculating one of them straight away? (Move into the new city first obviously)

Have you taken the Broker upgrade, it is easily the most powerful upgrade early on! (You are putting the city cards from newly connected cities in the discard pile right?)

You can also make recon easier in future games by making a permanent supply center in the target city, so that you won't have to build one next game before doing the recon.

Just to check: note that the "Stretched Too Thin" step of setup only counts city cards, and so rationed events will not increase the number of epidemics.

With that in mind, if you still think the rationed events are hurting you overall, I am rather surprised. They do slow you down drawing city cards, but 2 rationed events should easily be powerful enough to keep you alive for one additional turn so that you can draw 2 more cards to replace them.
