I'm confused about the question. The game comes with lots and lots of word tiles, which are carefully designed to work well together. Are you wanting to create more tiles?

As Brian says.
The game comes with 400 words printed on 200 cards. So there are a very few combinations that are not possible. But there are literally billions (can't be bothered to do the math - I could be out by an order of magnitude or two) of combinations. If that is not enough for you, you can always get one of the other Codenames sets and add those tiles in too.

If you are using a whiteboard, why not just write the words on it?
