I suppose you may be right. I guess I was influenced in my question with how recovery worked in the previous game - More Aggressive attitudes - where units from both sides recovered depending on the A or B recovery phase you were in. In any event - I am just trying to get at the designer's intent in this game. 10.0 states "Roll a die for any stack with a disrupted marker." where the use of the word "any" could be taken to mean units of either side.
I understand. There are some definite rules changes from MAA to OS, and that is (obviously) one of them.
That said, I don't see any references to simultaneous action anywhere in the rulebook, at least none that I can recall. Seems pretty clear that each player's turn is conducted separately, following the sequence of play. None of the phases includes terms like "active player", but I believe that intent was made clear with my earlier post. As an example, read 9.0 Combat: "Units may attack adjacent enemy units in the Combat phase." Does this mean that both player's get to conduct combat? No, it is whoever is conducting their Player Turn.
