Does a space need to have Support in order to extract Patronage? Or is it not a requirement and only that if it /does/ have Support, it’s lost?

Read all of 4.3.1.
A selectable space for Govern must either have Support or 0 Population (second sentence of 4.3.1).
To extract Patronage, you transfer the Population value and set the space to Neutral.
But since a space with 0 Population is never anything but Neutral, and you would transfer 0 Resources in Governing it, it is pointless to do it there.
Though you can select such a space to put a +1 Pop Returnees marker in it, making it a Pop 1 space.

The player aid cards say the same thing in fewer words, which some people prefer.
Others would like everything to have been more verbose.

Then for some there is the Oral Tradition; for them, I should write the rules in the form of an epic poem rendered in rhyming couplets.
