In the counter mix for military units in BlitzWar, World War Two in Europe, there are two 3 Corps German Elite Armor Armies. In the original BlitzWar Rulebook, Rule 11.7 German Elite armies, indicates these counters were available as reinforcements as follows:
...one on the turn France surrenders
...and one six turns after attacking the Soviet Union or Eastern Poland

Rule 11.7 has been updated and rewritten and one of the two German Elite Army counters are now available:
"...from the beginning of the game" or
"...from the start of the game (initial set-up)."

However, in Rule 19. Set Up, there are no differences in the number, types, strengths, and locations of starting German military counters from the original BlitzWar rules and the updated/revised rules. That is, a German Elite Armor army is not listed as a starting military counter.

So, the obvious questions are:
Does Germany start the game deploying one of their Elite Armor armies?
If so, where does it start?
And, what is the initial Corps strength of the unit?

No. No German Elite Armor Army begins the game (initial deployment) on the map.
Sorry if the change in the original rules is not clear.

Both German Elite units begin the game out of the map.
- One is available from the beginning of the game, so the Axis player may deploy it as a reinforcement as soon as he can.
- The other is available six turns after attacking the Soviet Union or Eastern Poland. Notice that the Axis player may also deploy it as a reinforcement (he does not receive it "for free").

It depends on the reinforcements used to bring the Elite unit into the game. For example, if you use 1 infantry unit and 1 armor unit, the Elite unit will have 2 units (1 infantry and 1 armor).

I hope this helps.
