As far as I aware Oink does not release the rules to any of its games online. One reason may be the ease with which people may produce homemade copies. For instance, with Troika, 2 small packs of playing cards (including jokers) would suffice & 7 packs of these can be bought on Amazon for the equivalent of $3. I realise the tactile feel that so represents Oink games is lost but you can see their dilemma.

That's not much of a reason. The real consequence is that they loose growing part of the market that expects PDF rules, while almost certainly having no effect on pirating.

I wound't have bough the game if I'd known they had that policy.

In general PDF (searchable!) manuals is a good idea, not sure it is needed for a game that has half a page of rules.
