Subject: Naval Batteries and Low on Coal NSP's rss

In the CSA phase a naval battery is moved adjacent to USA low on coal nsp's. Do the nsp's have to move at the end of the current CSA phase as per 21.6.9 ... or does 21.10.4 take precedence - "As it moves to its new location, a Naval Battery has no ability to block or negate Union Naval Control" and does the mandatory move then happen at the end of the following phase - whether CSA or Union?

Once the Naval Battery has completed its move, it immediately start blocking Union Naval Control.

So, the Low Coal Naval Units in your example are going to have to retreat at the end of the current Confederate Action Phase.
